District Plans & Reports

MVLA is a student-oriented district where student achievement, safety and well-being guides our decision making. MVLA administrators and trustees create and implement strategic plans for the both the short- and long-term needs of our high school district.

MVLA High School District plans focus on academics, facilities to support exemplary education, meeting the individual and collective needs of students. Our school district planning involves, but is not limited to, academic achievement, district boundaries and schedules, enrollment forecasting, and staffing. With thoughtful, effective plans, our school district staff maintains a consistent commitment to supporting student success.

Master Plans

Local Control Accountability Plan (LCAP)

The Local Control Accountability Plan (LCAP) is a three-year plan for school districts to describe planned goals, actions, services, and expenditures to support positive student outcomes that address state and local priorities. The LCAP details how school districts will use funding allocated as part of the Local Control Funding Formula (LCFF) to implement their respective plans.

The Local Control Funding Formula (LCFF) was enacted in 2013-2014, creating sweeping changes in how California’s schools are governed and funded. It established a uniform base amount per student, with different amounts depending on grade level. School districts with greater populations of high-needs students receive additional funding support.

As a Basic Aid district – one of approximately 80 in California whose local property tax meets or exceeds its revenue limit - MVLA is not receiving any additional revenue. It is still required to develop an LCAP to show how the district is planning to address equity and justice issues and show how the district plans to close the achievement gap by providing additional funds to support improved student outcomes and accountability.

As a first step in the annual review of our LCAP, we meet with a variety of stakeholders - families, students, teachers, administrators, community members, and others – to review the LCAP and update goals and actions, soliciting feedback on a variety of questions:
  • What are our expectations for students?
  • What programs and services are achieving desired results, and which ones do not?
  • What are our achievement goals, and what must we do to improve learning conditions, increase engagement, and improve school climate?
  • What can we accomplish in three years, and how will we measure our progress?
  • Based on available resources, what specific actions and activities will we implement to improve the achievement of underrepresented students?

Stakeholder feedback is then used to revise LCAP goals, actions, and services to align with changes need for the plan’s development and implementation while also adhering to a timeline to meet required benchmarks.

In addition to local priorities, the LCAP must also address a list of eight state priorities.
  • Basic Conditions for Learning
  • Implementation of State Standards
  • Parental Involvement
  • Student Achievement
  • Student Engagement
  • School Climate
  • Course Access
  • Other Student Outcomes

Annual Reviews

Each year our department and each of our comprenensive high schools report to the Board of Trustees and reviews progress on a variety of performance indicators ranging from GPA to AP scores. You can review the most recent report below.

CCEIS

Comprehensive Coordinated Early Intervening Services (CCEIS)

The California Department of Education identified Mountain View-Los Altos High School District as one of over 100 districts across the state showing “significant disproportionality.”

MVLA is significantly disproportionate in identifying Latino students as children with disabilities and, specifically,  with Specific Learning Disability, at a higher rate than their peers of other races.
Because of this pattern of significant disproportionality, the CDE has mandated that MVLA develop and submit a Comprehensive Coordinated Early Intervening Services (CCEIS) Plan.

The MVLA CCEIS plan aims to create a more equitable educational system that proactively addresses and mitigates factors leading to disproportionality, ensuring all students have access to appropriate educational opportunities and supports.

Local Education Agency Plan

The approval of a Local Educational Agency Plan and budget by the local school board and State Board of Education is a requirement for receiving federal funding subgrants for NCLB programs. The LEA Plan includes specific descriptions and assurances as outlined in the provisions included in NCLB. In essence, LEA Plans describe the actions that LEAs will take to ensure that they meet certain programmatic requirements, including student academic services designed to increase student achievement and performance, coordination of services, needs assessments, consultations, school choice, supplemental services, services to homeless students, and others as required. In addition, LEA Plans summarize assessment data, school goals and activities from the Single Plans for Student Achievement developed by the LEA’s schools.

School Accountability Report Card

Each year, the District is required to publish a School Accountability Report Card (SARC) that provides basic information about the district, its staff and students. You will find the most recent one for each high school at the links below.

School Safety Plans

Student, staff and campus safety is our top priority so MVLA schools hold emergency preparation drills each school year. Teachers, administrators and other staff are trained in emergency response protocols.

Single Plan for Student Achievement

A plan of action to improve student academic performance by coordinating all educational services and resources is required to be created by each school, adopted by the board annually and posted on the website. To find the most recent SPSA for our schools, please click on the following links.
