Local Control Accountability Plan

  • Legislation enacted in 2013-14 made major changes both to the way the state allocates funding to school districts and the way the state supports and intervenes in underperforming districts.  The legislation was the culmination of more than a decade of research and policy work on California’s K-12 funding system.  The LCFF affords school districts far more control over spending than they have had for many decades. 

    As a Basic Aid District, MVLA is not receiving any additional revenue; none-the-less, like all other districts, MVLA still must develop a Local Control Accountability Plan to show how the district is planning on addressing issues of equity and justice and show how the district plans to close the achievement gap by providing additional funds to support improved student outcomes and accountability.  The LCAP is intended to provide a structure for local districts to put in place a system of accountability based upon local needs, measured by progress toward annual goals, which are explicitly linked to the LEA’s budget.

    As a first step in the development of the LCAP we had to ask ourselves a series of questions:

    • What are our expectations for students?
    • What programs and services are achieving desired results, and which ones do not?
    • What are our achievement goals and what must we do to improve the conditions of learning, increase engagement, and improve school climate?
    • What can we accomplish in three years and how will we measure our progress?
    • Based on available resources, what specific actions and activities will we implement to improve achievement of underrepresented students?
       

    The LCAP must address 8 state priorities:

    1. Basic Conditions for Learning
    2. Implementation of State Standards
    3. Parent Involvement
    4. Student Achievement
    5. Student Engagement
    6. School Climate
    7. Access to rigorous curriculum
    8. Other Student Outcomes
       

    The goals and actions that are reflected in the plan are inextricably linked to our student performance data and are rooted in the input received from our stakeholders.
